Ecorys’ International Development Unit (IDU) is looking for a Senior Consultant, Public Sector Governance, with the option to be based in Rotterdam, Brussels, or London.

Your workplace environment

The International Development Unit (IDU) leads on Ecorys work in developing countries in Africa, Asia and Eastern Europe. IDU is encompassing a team of staff from within Ecorys offices in the Netherlands, UK, Brussels, SE- Europe, India, Zambia and Ghana and delivers international development services globally.  Our core focus areas are Governance, Public Finance Management (PFM), Monitoring & Evaluation, Social Sectors and Natural Resource Management.

What are you going to do?

As a Senior Consultant you will lead the acquisition and implementation of international development projects in the field of public administration and public policy reform, with understanding of Public Finance Management (PFM).  

In this role, you will be responsible for:

  • Portfolio leadership: enabling IDU and its units and offices to enlarge the public sector governance portfolio.
  • Business development: leading on exploring and acquiring new business opportunities.
  • Project implementation: working as an expert on projects and/or leading the management of projects, including frequent travel abroad.
  • Knowledge management: leading the institutionalisation of knowledge and expertise within Ecorys.
  • Client management: establishing and maintaining relationships with clients, external partners and experts, and provide guidance to junior staff members.

What do you bring?

For this role, we are looking for a highly motivated team player, with an appetite for complex public sector reform challenges and a determination to deliver impactful work. To be successful in this role, you need to have:

  • A relevant (post)-graduate qualification in public administration reform, (development) economics, or public policy (social sectors) from a recognised University;
  • At least 7 to 10 years of relevant professional experience in the related areas, and aid management in the context of development cooperation in a business development or implementation role;
  • Experience providing technical advice and ability to win the trust of senior government officials, development partners, and beneficiaries;
  • Knowledge of current decentralisation, public administration, and public finance debates and development cooperation policies of major international organisations and bilateral donors;
  • Strong business development and proposal writing skills;
  • Excellent communications skills including professional verbal and written skills in English, and preferable also in French; and
  • Experience working in developing countries.
