(Agile) Portfolio Manager – Project & Portfolio Management

The Portfolio Manager has to make sure the portfolio of projects is executed in line with the strategy of the bank. Execution of the strategy is about the most efficient and effective allocation of resources to achieve the strategic goals. By providing analysis and insight, decision making is facilitated on Board, Steering Committee and change organisation level.

The portfolio should be constructed in such a way it accomplishes the shortest sustainable lead-time in the delivery of products and services. The products and services have the best possible quality and value to our customers, shareholders and regulators.

Portfolio Management services and facilitates all the departments in the change organisation primarily, but it maintains the overall (helicopter) view for the bank as a whole on the progress of the strategy implementation. The change organisation would at least include ICT, Product Owners and (ICT) project management.

We are looking for a (former) consultant or portfolio manager who is able to take on this role within this most interesting fin-tech for online brokerage, asset management and savings.

The role

The portfolio manager reports to the Head of Project & Portfolio Management. In your day to day activities you work closely with the product owners, project managers, the business but also staff departments. You have a facilitating role towards the directors and customer teams.

The activities:

Provide insight.

  1. Lead times. The portfolio manager will provide insight in the velocity of the teams versus estimates. We are after a stable and predictable portfolio.
  2. Dependencies. The portfolio manager will provide insight in the (inter) dependencies between and amongst the changes.
  3. Risks & issues. The portfolio manager will provide insights in the risk and issues inherent to the portfolio of projects and changes.
  4. Over –and under capacity. Too much work in progress, or too little work in progress negatively affects the flow and thus delivery.
  5. Benefits and cost measurement.
  6. Introduction of other KPI’s to monitor, control and steer the portfolio.
  7. Delivery of the roadmap of changes, provide insight in progress.
  8. Completeness and correctness checks of epics and business cases. Provide visibility and economic justification, which is used for prioritisation (of cross value stream) of changes.
  9. Inspect and adapt. On a team level inspect and adapt will be part of the agile way of working. The findings must be embedded in the organisation so they can be re-used across Binck. By doing so we will become better, smarter.
  10. Responsible for documentation of meetings and portfolio admin.
  11. Run projects when needed and contribute to the agile transformation programme.


In order to be successful the following knowledge & experience is required:

  • Education: Master level
  • Experience as a portfolio manager in an Agile and PRINCE2 environment. Aware of different needs in the different change frameworks for adding value to our customers, shareholders and regulators.
  • Strong affinity with ICT and the business Binck is in.
  • Able to manage stakeholders on all levels in the organisation
  • Certified or willing to do so, e.g. Management of Portfolios, P3O or Scaled Agile Framework.
  • Mastering the MS office suite as well as portfolio management tooling.
  • Able to manage and drive change
  • Fluent in Dutch and English.

  • Realises results in a timely matter and does not give up until those results are reached.
  • Able to get things done by approaching stakeholders in an appropriate manner, by building (functional) relationships, to maintain those relationships and actually benefit from those relationships.
  • Determine goals and priorities in an effective way by determining actions, available time and resources.
  • Able to develop a clear view on how to reach goals and the fulfilment of needs in the mid –and long term.
